Palworld Factions Guide: Syndicates, PIDF and Enemy Humans

The Palpagos Islands are not just full of Pals. They are also carved up by human factions, each with its own ideology, its own boss in a giant tower, and its own camps you can raid for loot. Some of these groups exploit Pals, some claim to liberate them, and one is a self-appointed police force that will hunt you down if you break the law. This guide breaks down every confirmed human faction in Palworld, where they appear, how to fight them, and how the “wanted” system works when you cross the law.

Palworld is updated frequently and the world has grown across the Sakurajima and Feybreak Island expansions, so some factions only exist if you have explored those areas. Everything below is drawn from the official Palworld wiki and is noted where it is content-pack specific.

The human factions at a glance

A faction in Palworld is an organized group of humans that controls territory, follows an ideology, and is fronted by a Tower Boss. Here are the confirmed factions, their leaders, and where they operate.

Rayne Syndicate: the poachers

The Rayne Syndicate is the criminal backbone of the islands, built around illegal Pal poaching and exploitation for profit. They are the first faction most players encounter, with camps scattered across the early Windswept Hills, the Bamboo Groves, the Desiccated Dunes, and out on the Oil Rigs. Their leader, Zoe Rayne, is also your very first Tower Boss, fighting alongside the Electric-type Pal Grizzbolt. Because Grizzbolt is Electric, Ground-type Pals are the safe pick for this opening tower fight.

Free Pal Alliance: the liberators

The Free Pal Alliance positions itself as the ethical opposite of the Syndicate, opposing the capture and exploitation of Pals. Despite their idealism, they are still hostile when you trespass on their ground, holding camps around Crescent Moon Shore and Verdant Brook. Their leader is Lily Everhart, and her Tower Boss fight pairs her with the Grass-type Pal Lyleen. The tower sits in a colder forested zone, so heat-resistant gear and Fire-type Pals make the encounter far more manageable.

Brothers of the Eternal Pyre: the fire cult

The Brothers of the Eternal Pyre operate exclusively in the volcanic region around Mount Obsidian, worshipping flame as a purifying force. They behave more like a religion than a paramilitary group, and their leader Axel Travers waits in his tower for challengers. His boss Pal is Orserk, an Electric/Dragon-type, which is weak to Ice and Ground. This fight is one of the sharpest difficulty spikes in the game, so do not rush it straight after the previous tower.

PIDF: the law of the islands

The Palpagos Islands Defense Force is the self-proclaimed law enforcement of the islands. You will find PIDF personnel stationed around settlements such as Duneshelter and across the Desiccated Dunes. Their officers, the PIDF Infantry, wear dark tactical armor with the PIDF insignia and fight with assault rifles. Their leader, Colonel Marcus Dryden, is a Tower Boss fielding the Fire-type Faleris, an aerial fight where Water-type Pals shine. The PIDF is also the faction that turns hostile if you commit crimes, which leads us to the wanted system.

PGRU, Moonflower Clan and Feybreak Warriors

The PAL Genetic Research Unit, led by Commander Victor Ashford, hunts the perfect Pal through genetic manipulation and holds the late-game Astral Mountains. Victor’s Tower Boss Pal is the Dark-type Shadowbeak, the climax of the base-game tower progression. The Moonflower Clan (leader Saya Kurosaki, boss Pal Selyne) was added with the Sakurajima content and occupies that island, while the Feybreak Warriors (leader Bjorn Seligsson) guard Feybreak Island. These last two only matter once you have unlocked their respective expansion areas.

Fighting faction camps and bases

Beyond the towers, factions hold enemy camps and bases across the map. These strongholds spawn waves of human enemies and captured Pals, and reward you with multiple chests plus a golden “end chest” whose loot pool is unique to that faction. You can also free a caged Pal inside and pick up schematics. After you clear the big chest and free the captive Pal, a base typically respawns after roughly 30 minutes (it varies with the day/night cycle), which makes them repeatable farming runs. Higher-level bases, generally those level 55 and up, carry better loot tables than the zone-level versions.

Defeated human enemies can also be captured with Pal Spheres, just like Pals. Captured PIDF Infantry lose their rifles and only perform basic work tasks (Handiwork, Gathering, Mining, Lumbering, all at Level 1) with a Punch attack and no Pal Skill, so they are novelty laborers rather than powerhouses.

The wanted system: crime and PIDF response

Three actions count as crimes in Palworld. Assault is attacking non-hostile NPCs such as merchants or islanders, including trying to capture humans with Pal Spheres or grabbing working Pals at a settlement. Trespassing into a Wildlife Sanctuary applies a level 1 Trespassing charge, and poaching (capturing Pals inside a sanctuary) applies a level 1 Poaching charge. Importantly, a crime only registers if a non-enemy NPC or PIDF officer actually witnesses it, and your own Pals dealing damage to non-hostile NPCs does not count as assault.

When you start an illegal act, a “Criminal Activity Underway” warning appears. This is a notice, not a punishment. Stop in time and it fades. Keep going and you escalate to a full Wanted status, after which PIDF officers continuously spawn and attack you on sight, with the charge severity influencing how many officers appear and how strong they are. To clear charges you can let the PIDF defeat you (charges clear on respawn), get downed in multiplayer, break their line of sight and stay hidden, fly very high on an aerial mount, or in single-player simply save, quit, and reload. Because Palworld patches the crime system periodically, treat exact spawn numbers as version-dependent and rely on the qualitative behavior above.

How do I get rid of a wanted status in Palworld?

The fastest reliable methods are to let the PIDF defeat you (charges clear when you respawn) or, in single-player, to save and reload the game. You can also escape their line of sight and hide until the pursuit ends, or fly high on an aerial mount to lose them.

Can I capture human faction members?

Yes. Humans, including PIDF Infantry and Syndicate members, can be captured with Pal Spheres. Captured humans lose their weapons and only do low-level work tasks with a basic Punch attack, so they are more of a curiosity than a combat asset.

Which faction is the final boss?

In the base game progression, the PAL Genetic Research Unit caps the tower run: Victor Ashford fights with the Dark-type Shadowbeak in the Astral Mountains. The Sakurajima and Feybreak factions (Moonflower Clan and Feybreak Warriors) extend the challenge beyond that if you own those areas.
